This type of unemployment occurs when there is a mismatch of skilled workers in the labour market. Neoclassical economists argue that the concept of involuntary unemployment is implausible because it implies irrational behavior by individuals. That said, people are also counted as employed if they have part-time jobs, are self-employed, or work for a family business (even if they don't explicitly get paid for doing so). This creates a downward pressure on wages as labour is less scarce and more people are willing to get a job at a slightly lower wage.
